E-Scooter and E-Bike Policy
Overview
Sandwell Metropolitan Borough Council (SMBC) is committed to keeping residents safe and ensuring our homes and communal buildings are well‑managed, secure, and suitable for everyone who lives in them.
E‑scooter and e‑bikes are becoming more popular as a convenient and affordable way to travel. However, most of these devices use lithium‑ion batteries, which can pose a serious fire risk if they are damaged, modified, uncertified, or charged incorrectly. Fires involving e‑bikes and e‑scooters can start suddenly, spread very quickly, and produce heavy smoke, particularly in flats and shared buildings where escape routes are limited.
To help manage these risks, the Council has developed a draft E‑Scooter and E‑bike Policy. The policy proposes clear rules about:
- Where e-scooters and e-bikes can be stored
- How and where they can be charged
- Whether permission is needed to keep them in council homes
- Restrictions on modified or unsafe devices
- Inspections, enforcement, and support for residents
- Making reasonable adjustments where needed
Before the policy is finalised, we want to hear from residents, leaseholders, and stakeholders who may be affected. Your views will help us ensure the policy is fair, proportionate, practical, and focused on safety, while still supporting independence and sustainable transport choices.
