Learning and Development Policy

Overview

The quality and safety of housing services depend on the people delivering them. Whether you are a tenant, resident or member of staff, it matters that housing services are provided by people who are trained, skilled, professional and supported to do their jobs well.

Sandwell Council has written a draft Learning and Development Policy. This policy sets out how the Council will make sure staff working in housing services are competent and accountable, and how learning will be used to improve services over time.

The draft policy proposes that Sandwell Council will:

  • Require all housing staff to complete mandatory training, such as safeguarding, fire safety and equality training
  • Set clear skill, knowledge and qualification expectations for different housing roles
  • Regularly check staff skills and learning, through reviews and quality assurance
  • Provide training, coaching and support where learning or performance gaps are identified
  • Take appropriate action if required standards are not met
  • Ensure fair and inclusive access to learning, including reasonable adjustments
  • Use learning and feedback to improve services for tenants and residents, not just individual performance

Before this policy is finalised, we want to hear from tenants, residents, staff and organisations. Your views will help make sure the policy is clear, realistic and focused on delivering safe, high‑quality housing services.
